Sudah tiba masanya Akta Juruukur Bangunan digubal



Kuala Lumpur: Sektor pembinaan di Malaysia sedang mengalami pertumbuhan pesat dan ini dapat diperhatikan melalui lonjakan yang ketara dalam jumlah projek infrastruktur, pembangunan kediaman dan komersil. Stok hartanah semasa di Malaysia juga amat mengagumkan. Menurut Jabatan Penilaian dan Perkhidmatan Harta, stok hartanah merekodkan lebih daripada 7.5 juta unit pada tahun 2023, termasuk 6.2 juta unit hartanah kediaman, 564,800 unit kedai, 370,010 unit pangsapuri servis, 556 pusat membeli-belah, 274 pasar raya besar, 244 arked, 2,601 bangunan pejabat, 121,374 unit hartanah perindustrian, dan 275,119 bilik hartanah hotel. Bagi memastikan jumlah besar stok hartanah ini berada dalam keadaan yang baik, permintaan untuk penyenggaraan dan pengurusan bangunan tentunya semakin meningkat.

Malangnya, berita dan laporan mengenai isu penyenggaraan dan pengurusan bangunan sentiasa dilaporkan di negara ini. Malaysia telah lama dianggap mempunyai budaya penyenggaraan yang buruk. Salah satu puncanya adalah dengan tidak menyimpan sistem inventori yang tepat supaya dapat menyenaraikan aset yang perlu disenggara dengan tepat. Ada juga kes di mana walaupun dengan adanya sistem inventori, keadaan dan keperluan penyenggaraan aset pula tidak diketahui oleh pemilik. Ini adalah akibat daripada kekurangan pengetahuan dan kesedaran terhadap kepentingan mengemaskini status aset pada setiap masa.

Perkara ini sebenarnya boleh dicapai dengan menjalankan pemeriksaan bangunan atau penilaian keadaan. Secara amnya, pemeriksaan bangunan turut membantu mengenal pasti pembaikan yang wajib dan belanjawan yang diperlukan dalam penyenggaraan aset tersebut. Dengan pemeriksaan secara berkala, perancangan penyenggaraan yang berkesan boleh dicapai.

Dalam situasi ini, pemeriksaan bangunan mesti dilaksanakan oleh individu yang bertauliah. Pertubuhan Juruukur Diraja Malaysia (RISM) menyatakan bahawa Juruukur Bangunan (BS) adalah individu yang berkelayakan untuk memeriksa dan menilai keadaan bangunan serta menjalankan penilaian risiko yang diperlukan terhadap hartanah. Dengan diagnosis yang sesuai terhadap kecacatan bangunan daripada pemeriksaan, tindakan pembaikan yang sewajarnya boleh dicadangkan dan dilaksanakan untuk mengelakkan implikasi yang tidak diingini. Kemudian, BS hendaklah menyediakan program yang sesuai untuk melaksanakan pengurusan penyenggaraan, aset, kemudahan, dan kerja-kerja baik pulih bangunan apabila perlu. Oleh itu, peranan BS adalah sangat kritikal terhadap perkembangan semasa industri pembinaan di Malaysia.

Profesion BS sebenarnya telah diperkenalkan di Malaysia semasa era kolonial British lagi dan pada masa itu tertumpu kepada penyenggaraan dan pengurusan bangunan serta infrastruktur kolonial. Selepas merdeka, profesion ini mula berkembang untuk memenuhi keperluan pembangunan negara. Secara beransur-ansur, BS muncul dalam beberapa aspek, termasuk pembinaan, penyenggaraan, dan pengurusan bangunan.

Bagi menyediakan calon profesional dengan kelayakan formal dan pengetahuan khusus, program Ijazah Sarjana Muda Ukur Bangunan ditawarkan di tiga universiti awam tempatan, termasuklah Universiti Malaya (UM), Universiti Teknologi MARA (UiTM), dan Universiti Sains Malaysia (USM). Buat masa ini, profesion BS adalah dikawalselia oleh badan profesional, RISM. Berbeza dengan profesion pembinaan lain seperti Arkitek, Juruukur Bahan, Perancang Bandar, dan lain-lain, profesion BS belum lagi digubalkan dengan Akta mahu pun ditubuhkan lembaga profesionalnya. Akibatnya, kesedaran dan penghargaan orang ramai terhadap kepentingan profesion BS masih berkurangan.

Sebenarnya, sumbangan profesion BS dalam industri pembinaan tidak boleh diabaikan. Ia adalah penting untuk mengekalkan atau menambah baik keadaan dan penyenggaraan bangunan sedia ada di Malaysia. Selain itu, BS di Malaysia mampu mempelbagaikan peranan mereka melangkaui tugas ukur bangunan tradisional, contohnya seperti melibatkan diri dalam bidang pengurusan hartanah dan kemudahan, pengurusan projek, dan penyelesaian pertikaian dengan input teknikal. Sehingga kini, terdapat seramai 1,404 ahli berdaftar di bawah Bahagian Ukur Bangunan RISM.

Justeru, ini adalah masa yang terbaik untuk menggubal Akta Juruukur Bangunan dan menubuhkan Lembaga Juruukur Bangunan di Malaysia. Dengan penggubalan dan pertubuhan ini, kerajaan boleh menguatkuasakan keperluan bagi menjalankan pemeriksaan bangunan atau penilaian keadaan secara berkala. Hasil daripada pemeriksaan bangunan boleh meningkatkan pengurusan penyenggaraan bangunan dengan ketara.

It’s Time To Establish Building Surveyor (BS) Act In Malaysia

The construction sector in Malaysia is witnessing rapid growth, characterized by a surge in infrastructure projects, residential developments, and commercial ventures. The sheer scale of the property stock in Malaysia is staggering. According to the Valuation and Property Services Department, in 2023, the property stock exceeded 7.5 million units, encompassing various categories such as 6.2 million units of residential properties, 564,800 units of shops, 370,010 units of serviced apartments, and numerous other types of properties including shopping centres, arcades, hypermarkets, office buildings, industrial properties, and hotel rooms. With such a vast array of properties, the demand for building maintenance and management is on the rise.

Despite this demand, issues concerning building maintenance and management persist. Malaysia has long struggled with a poor maintenance culture, with one of the contributing factors being the absence of a proper inventory system to catalogue assets requiring maintenance. Even when such systems are in place, owners often lack insight into the conditions and maintenance needs of their assets. Regular updates on the condition status of assets are imperative, achievable through building inspections or condition assessments. These inspections play an important role in identifying necessary repairs and establishing budgets for asset maintenance, ultimately enabling effective maintenance planning.

In this context, the responsibility for building inspections falls on qualified individuals. The Royal Institution of Surveyors Malaysia (RISM) affirms that a Building Surveyor (BS) is authorized to inspect and assess building conditions, conduct risk assessments, diagnose building defects, and propose appropriate remedial actions. Building Surveyors are also tasked with preparing maintenance management programs and overseeing asset, facilities, and refurbishment works when necessary. Consequently, the roles of Building Surveyors are indispensable to the ongoing development of the construction industry in Malaysia.

The professional field of BS was introduced to Malaysia during the British colonial era, initially focusing on the maintenance and management of colonial buildings and infrastructure. Following Malaysia’s independence, the profession began to adapt to the nation’s developmental needs. Over time, Building Surveyors expanded their scope to encompass various aspects, including construction, maintenance, and management of buildings. To equip aspiring professionals with formal qualifications and specialized knowledge, Bachelor Degree programs in Building Surveying are now offered at three local public universities: Universiti Malaya (UM), Universiti Teknologi MARA (UiTM), and Universiti Sains Malaysia (USM).

Currently, the profession is regulated by the RISM. Unlike other construction-related professions such as Architects, Quantity Surveyors, and Town Planners, the Building Surveyor profession in Malaysia has yet to establish an Act or professional board.

Consequently, public awareness and recognition of the importance of the Building Surveyor profession remain relatively low. However, the contributions of Building Surveyors to the construction industry are significant and should not be overlooked. They play a crucial role in maintaining and enhancing the condition of existing buildings across Malaysia. Moreover, Building Surveyors in Malaysia possess the capability to extend their roles beyond traditional building surveying tasks, engaging in areas such as property and facilities management, project management, and dispute resolution, providing valuable technical expertise. Presently, there are a total of 1,404 members registered under the Building Surveying Division of RISM.

Therefore, it is imperative to establish the Building Surveyor Act and a Board of Building Surveyors in Malaysia. Through these regulatory measures, the government can mandate regular building inspections or condition assessments. The outcomes of such inspections have the potential to significantly enhance maintenance management practices for buildings throughout the country, paving the way for a new era of growth in the construction sector.
